This is Balthazar Moncornet's "Landschap met vissers en rustende figuren," or "Landscape with Fishermen and Resting Figures," an etching created sometime in the 17th century. Moncornet made this print during a period where the Dutch were transforming landscape art. What we see here is less about the human drama and more focused on the land itself. Consider the figures in the foreground - they're small, almost incidental to the vastness of the scene. What does it mean to center land in a time of great colonial expansion?
