Considering the historical context, this was likely a comment on the instability of the French monarchy at the time, grappling with socio-political unrest. He uses the genre of caricature to provide commentary on issues of identity and social class. The small bear on the right might also point towards foreign policy, the figure having to compete with stronger powers, represented by the animal, pushing him down. Editor: Fascinating. I was initially absorbed by the purely visual elements, especially the dynamic composition and contrast, but your contextual reading opens a much richer, multi-layered understanding.
