This is Theodoor van Thulden's design for a triumphal arch, carefully drawn in pen and brown ink with grey wash. The arch was planned in honor of Archduke Leopold Wilhelm. Triumphal arches are, of course, associated with Imperial Rome, and this design revives that association in the 17th century. We can consider this as an expression of power and authority.
